Artist Pro List

Ya Allah! I've got a huge news! I checked my mail just now and youtube sent me a nessage regarding an Artist Pro List invitation on becoming an artist by taking part at the Artist Pro List competition. I checked out the website, but it looks like I have to pay to compete? I don't understand how to take part and make the music video? If you have a clue on what it wants, please tell me? ASAP? thank you :)
